Education institutions in a market context: The case of higher professional technical education in Chile

Abstract

This study aims to characterize recent trends in the market for professional institutes (IP) and technical training centers (CFT), identifying its main differences from the theoretically expected results in a competitive market model. The research seeks to answer two big questions. On the one hand, is it posible that the educational institutions could have incentives to invest in improving their quality, in a market context. On the other hand, if the graduates and dropouts of these institutions succeed in gaining the labor market. To do this, this study used a quantitative methodology. The results show that the organization as a market of the ESTP system has brought incentives to inefficiency, regardless of the levels of market concentration in CFT and IP. Based on these results, this article offers policy proposals oriented to a revaluation of the technical-professional higher education in the context of a new higher education system , different to the market model, whose center could be the public institutions and that incorporate the model of "polytechnic university".
