Municipal Role in the Citizen Security Management in Chile

Abstract

This work addresses the role of municipalities in the local citizen security management context in Chile. Specifically, it seeks to identify what have been the main issues in public policy for local security management in the second period of presidents Michelle Bachelet (2014-2018) and Sebastián Piñera (2018-2022). The main factors of this work are the identification of the dynamics and incentives that authorities have, to distribute funds to local governmental entities. For this, special interest is placed in the extent of discretion that the central government has when it comes to distributing funds to develop citizen security projects and policies. The methodology this article follows, includes the analysis of political programs and semi-structured interviews with experts. The main findings of this paper are: 1) the identification of high discretion in the process of transferring resources for citizen security, and 2) notable differences in the role of municipalities in managing citizen security .
